Hi Mike, sounds like a stuck open relief valve. Without taking some pressure measurements were pretty much guessing. Test gauge and fittings cost about $50 at Northeren tool.

If you haven't changed the oil&filters then there could also be water frooze in the system but since it happened in the summer also then it's more likey the stuck open relief valve or both.
