front hydralics not working

I have a ford 3415 2 wheel drive tractor during the warm seasons occasionally when the machine has be sitting at idle the front loader seems to get air locked, so if I turn the bucket down and lowerit then it can be lifted. Now during the winter in freezing tempertures it will not work at all. the rear pto is fine.the tractor is not covered so for starters tomorrow Iam going to try and cover it and put a propane heater under it and will see if it works. has anyone had a similar proplem, need help mike
