I suspect he's turning the key on and off to cycle the glow plugs. I have a 4010 (no, not THAT 4010- mine is an 18.5 HP compact utility), and the glow plugs only stay on for about a second when you turn on the key. I do the same thing with mine in cold weather, and it seems to start quicker.
