You can have the tire vulcanized instead of putting a boot in it and the problem is solved for ever that way. At the supply store here a good tire boot will cost from $10 up an they will always come loose over time. The tire shop will vulcanize a small cut like that for $20 and it will never separate or slip out of place from over the hole. Don't get too rattled with the yuppie who gave the answers you've gotten, most times when yuppies don't have a clue as to what you're talking about they come up with those stupid replies.
