Is there perhaps an old one in there masquerading as part of the fitting. By the time a good one gets compressed properly and expands and has all the rings pressed into it, it can look as if it's part of the fixture instead of a crush gasket. They WILL hide on you, just like the flat o-ring in the groove on an old Farmall filter base.)
It takes the harder bronze or steel of the fixture to press those rings into the face of the gasket/washer/seal. The soft copper of an old one stuck in there will not be hard enough to press the rings into the face of the new gasket and make a good seal.
Scratch a little with a pick or awl and see if it shows copper. If so, I'm betting that's your problem.
