My grandmother uses a walker exactly like the one in your photo, but could never use that to get around outside all day.
The problem described in this post is young kids driving lawnmowers or scooters, not our elders on golf carts or anything else.
Don't get bent out of shape... Folks are just too defensive these days....I get around OK and thought these walkers were meant to be able to double as a seat. There is no real answer that some crackerjack lawyer won't get ahold of and screw things up for everyone.
