How would the bank know he has possession of the car, boat etc? I believe your freind is within his rights to refuse to release the item until his fees are paid, just like a repair shop would do if they had an unpaid repair bill.
I doubt that your freind could auction these items off for unpaid fees in the same way as he can do with 'contents' because cars, boats, etc have titles that must be transferred. There is probably a legal avenue to allow him to put a lien against the car boat etc and force a sale. That would require getting an attorney involved I think.
