I always use JD paint thinner to wash all the surfaces including the washers. Then blow dry everything. Any trace of fuel will automatically attract dust in the air and that is enough to cause a leak. Then always install the washers with the cupped side towards the line . Like this (I). Are you sure the line to the tank is clear ?
