I've linked the fed reg site into here so you can see in black and white what the law actually is for load securement. The way the law is applied in Tex and Louisiana is that the trailer or truck will also have a headache rack sufficient to withstand the force of the object coming forwards in the event of a collision and hitting the cab to at least the heigth of the passenger compartment. It also says that securement devices will be at least every 8' on the secured object with a minimum of 2 chains, and that the object will be blocked with wooden chocks at each wheel to prevent fore&aft and side to side movement. The securement device will have a rated snap point equal to .5 times the actual weight of the object being secured. I personally would'nt trust anyone who is stupid enough to only use one chain to secure anything in transit. The way I look at the transport laws is that they were needed because some folks were'nt smart enough to be safe so somebody has to protect the public from them.
