First check to see if the lease is with the owner or against the land, if its with the original owner then its null and void unless it has a clause that continues it on to the next owner. Take it to a good real estate lawyer. You may have more rights than you know about.
After that most water is charged by the inch. That is how much water will pass though a 1 inch Sq. hole in one year. In the old days we paid $55 an inch. I'm sure its a lot more now.
