There is a water jacket that runs the length of the block right there. A fairly common problem with Olivers if left in cold with no antifreeze. Not questioning your welding skills but I would take it to a pro. Cast iron is very difficult to weld and get right. If there is no other damage to block this is not detrimental to engine. The sealants won't work because of expanding and contracting of the block when it heats and cools. Just hope it is not cracked at bottom between cylinders. Lets water into crankcase and block is junk. I had one like that and nothing would hold.
