Well, I am certainly no expert here - just a semi rotted, nothing special tire. I'm still getting over the financial strain of buying the tractor and too cheap to buy a new tire right now. My situation is a little different too, solid casing with rubber seperating from the outside (Firestone syndrom). Back to your problem. With cut casing the structure must be fixed. SS mesh on the inside sounds good - how to glue is the problem. My silicone sealer idea would not work. I used some stuff once for a high pressure rubber hose repair once that worked well. Called 3M structural adhesive. Came in a tube from the Napa store I think. A single part beige colored glue that stays flexible. Stuck to rubber real well too. Maybe about a 6" by 6" patch of mesh on the inside glued with this or something like it. Then a piece of old inner tube glued down as an abrasion liner. Then some flexible black glue in the cut on the outside for looks. I'll try and double check that glue name. Good luck. Let us know.
