if the vehicle has been titled to anybody other than the original selling dealer it is a used vehicle even if it is only a week old, it doesnt mater, preowned is a nice way of saying used, as in "this one was taken care of by a little old lady", sounds better than "this one was bubba's huntin truck" with 37000 miles if the price is right go for it, if it were me id sure be interested in why a truck with 37000 is already on the used lot in these days and times
