I pulled up a couple of actual cases, one in Montana and one in Ohio, where someone had put in a motocross track in the middle of a quiet residential area. In both cases, the residents took the track owner to court citing noise and property value issues, and in both cases the plaintiffs won a permanent injunction against the track operation. In both cases, the track owner was required to regrade the terrain to like it was before he put the track in.
A person has certain legal rights as to what they can do with property they own, but they don't have a legal right to create a public nuisance, which was how the tracks were viewed in the above cases.
