Hold the key for a while, and see if any of the connections ANYWHERE are getting warm. Since you've covered most of the parts, souns like it's a cable. (How did they 'test' the starter? Could still be a problem with it, try another shop?)

In my old tractors we've had trouble with the ground path - the IH 300 grounds to the battery box, which corrods on the bottom & no longer offers a good path. Same with the Oliver S77 we have. So, follow both the pos & negative paths, you might have some hidden resistance somewhere.
