While I'm not going to spend the night researching the subject of Canadian ingenuity, a couple names come to mind... Banting and his discovery of insulin along with Penfield's early work in neurosurgery. Bombardier and his snow machines... and lots of other things if you want to look for them.
I don't doubt that they were somewhat motivated by money, but I doubt that was their sole motivation. Most creations and solutions to problems are the product of idle thought or the desire to solve a problem of a personal nature. You can dump all the money you like into your idea factory, but you're not likely to get very good results. That is what the Soviets did... and proved that you can't buy or force nuch in the way of creativity.
