Hi Mike, 1: Could be theres a voltage switch on the back of the charger for 6/12v. A good battery sitting doesn't much of a charge to keep fully charged. A 12v battery will show approx 12.8 fully charged and a charger will show any where from 13v to 14.5 v while charging depending on the charge requirement of the battery. Could be a bad charger. 2: If it sits on concrete or not is nolonger a concern as they changed the way they build the battery cases now. Once every 30 days for 24hrs should keep it charged. The colder the battery acid the longer it takes to charge. A 6v battery charges at about 7.2v and will be fully charged at about 6.4v. There again depening on the temperature of the battery acid. 3: When the battery is at a low state of charge(needing charged) the the meter will show "low" or maxmium charge amp rate. Full thus means the battery is fully charged and low output amps from the charger. T_Bone
