Some BATTERY CHARGER questions ?????

Got a couple of questions about battery chargers: 1. I've got a little 2 amp 12 volt charger here that I use for charging motorcycle batteries through the winter. It seems to work and keep the charge up fine, BUT it is only putting out 6 volts (DC) on my little test meter. Does that seem possible (or correct)? All my other chargers (6 and 12 volt) put out the voltage indicated. 2. One of my other chargers is a 4 amp, 6-12 volt type and I use this for my tractor batteries when they sit for long spells. How often should a fellow charge a 6 volt battery up when it is sitting inside the house basement (not on the concrete) over the winter months? 3. The charger in #2 above has a meter built into the charger. Although the charger says it is a 4 amp charger, the meter reads from 0 - 8 amps. At the 'zero' amp end, it has a FULL label and at the eight amp end it has a LOW reading. Can anyone tell me what is happening at the various readings along the meter when I'm charging a battery?
