Difference Between Collection and Junkyard?

In the Post Falls Press of Friday Oct 27, 2000, "Tractor collector must buy permit for "Junkyard"". Seems that Jim has "Accumulated old farm machinery for 20 years (14 of which at this site) and now must get a conditional use permit to operate a junkyard.

Seems to me that to operate a junkyard, you have to sell parts. I've tried to buy some and he wouldn't sell. (Darn it!).

Could it be that the difference between a "collection" and a "junkyard" is the distance from town center?
