Study the rulebook and figure out what is allowable and what passes as "stock" in the association where you intend to pull.
The basics include a thin-sleeve overhaul, an LP head with a good three-angle valve job, 450 manifold, dialed-in timing, and carburetor and governor tweaking. That will get you close to 60 hp depending on your rpm limit.
After that, like Don said, bring the big checkbook.
