Study the rulebook and figure out what is allowable and what passes as "stock" in the association where you intend to pull.

The basics include a thin-sleeve overhaul, an LP head with a good three-angle valve job, 450 manifold, dialed-in timing, and carburetor and governor tweaking. That will get you close to 60 hp depending on your rpm limit.

After that, like Don said, bring the big checkbook.

Shave the head, heisler double B carb and manifold, port and polish, firecrater pistons, aftermarket advance cam, Higher revs, racing fuel, hot coil with electronic ignition, Bigger exhaust valves...

Ya' got a lot of horse, they'll eat a lotta' oats! Don't forget the drive line and the engine have to react out the increased loads and withstand the higher pressures and temps due to higher compression ratios.
