"Radiator is clean: d'you mean clean on the inside, or did you also inspect/shine light thru radiator fin area to see if outside partially clogged with dust, dirt, dry leaf debris?? Possibly partly corroded or scale buildup on water pump impeller, reducing efficiency at low engine speed?? Did this have fan shroud, or option for one if yours doesn't have one?? Everyone loves a mystery...Good luck; let us know what cures it.
