The idea came from the fact that resistors are much cheaper than new coils. Some tractors (for example, Ford N-Series with front-mount distributors) need 3.5 to 4 volts at the coil. You're right about the switching system on most ignitions systems. No one seems to have the definitive answer on why the N's have the resistor but not the switch. Most seem to think it was an economy measure.
