Most of the newer low emission small engines have no end-user adjustment capabilities. I would think there must be some way for them to be adjusted at the factory or dealer when servicing, but they have probably hidden it in some way. Manufacturers used to put metal caps over the idle and main adjustment screws on low emission carbs in cars before fuel injection replaced them.
