In my part of Penna. We have a gas cap test and the rest of the car is inspected top to bottom -front to back. Example, no grooves deeper than 15 thousands in the brake rotors, cracked outer covering of brake hoses, any glass that is scratched. These can fail a vehicle. And there are many more. I had an inspection station fail my car because of a worn serpentine
fan belt. I talked to a state garage inspection, inspecter and he told me that the belt is not part of the inspection. He said that this particular inspection station has done this before to people. I did get my money back.
