Here in MD they check everything involved in safety on your vehicle everytime the vehicle is sold. If sold in MD it needs to be inspected before it can be retitled in MD. The inspection includes brake pads, brake shoes, rotors, drums, brake lines, wheel cylinders for leaks, master cylinder too. They alse inspect all your glass in the vehicle for cracks and if the side windows work properly. They check your struts and shocks. They check the steering for being too loose like the tie rods. If anything needs to be repaired or replaced to fix any fault it has to be be done before you're issued the inspection certificate. They measure the brake drums and rotors for being worn too thin. Tires are another thing they inspect and if the tread is worn too thin you need to replace them. You need to keep a car in good mechanical shape if you plan on selling it, and the exhaust is another item they will check. It cost over $100.00 just for the inspection. You can have them do the repairs or do it yourself. I usually did the work myself. Then the vehicle needs to have any of problems that were found and are fixed needs to be reinspected by the same shop that did the original inspection. Brake caliphers are inspected too.
