Usually this is caused by leakdown of the lift cylinder. The oring or seal gets worn, oil leaks by it, and the arms drop. The control valve senses the drop and sends more oil to restore it to the set position, then the above repeats. Since it is dropping and then resetting itself, this is a good indication that the pump and control valve are OK. Good news is the cylinder oring or seal is usually not expensive (I have done International, Deere, and Ford). The bad news is it is usually not easy to get to.
