The very best primer you can use is an epoxy primer. It sticks like glue and is the best at sealing out moisture. Urethane is the best color coat you can put on. Both of these require a catalyst and in the major brands this can easily cost $500.00 or more to properly paint a tractor. I have found however that PPG sells a line of paint called Omni Au which is very reasonable. This week I just bought the epoxy primer for 35.50 a gallon and 44.19 a gallon for the urethane. The catalyst is also very reasonable in the Omni line. This is very little more than the cost of paint from the dealer and if the tractor is properly prepared before painting will last as long as any automobile finsh.
