It's not always the plate that gets stuck to the flywheel. It can have rusty splines in the hub of the clutch disc or the shaft, causing it not to slide away from the flywheel.
If you replace the clutch be sure to clean the splines up on the shaft with a wire brush and assemble it dry.
You may also have a broken finger on the pressure plate not causing part of it to release all the way.
I would split the tractor and replace the clutch and throwout bearing and pilot bearing if it has one. Be sure to make sure the engine rear main isn't leaking either.
