The elaborate but pathetic proposed solution to the problem involved catching cats in humane traps, neutering them, problem will gradually be solved by non-reproduction, etc. As a more immediate ("don't ask, don't tell) solution, my wife observed that all towns populated by retirees have a number of old men who customarily sit in a chair on their porch and "spit and whittle"; City fathers should take an informal census of appropriate persons for the project, then quietly (in the dark of night) put a pellet gun and supply of pellets on the porch chair of these old guys. At appropriate intervals, still under the dark of night, resupply with pellets. Without fanfare or disclosure, these old guys would instictively know what to do with their newfound gift, and the problem would soon be resolved.
