M has enough power so it's ok, tho if you plan on baling a lot a tractor with a live/independent pto would be a _lot_ easier to bale with. My IHC 300 with independent pto/ 10 speed with the TA is a much nicer baler tractor, even if it has a tad less hp than an M.
The pto shaft - huh? Most balers have a special shaft, not a universal farm supply shaft, so you might pay as much for the shaft as you did for the baler.... The baler should have an over-running clutch built into it; they have a pretty good flywheel that stores up to 50 hp, and _need_ that sort of free-wheeling or something is going to bust.
