Yes, there should be a hollow metal tube that sticks into the center of the filter. Without it you will not be filtering any oil and also will loose pressure. Allis used a bypass filtering system and the filter media is the only resistance to prevent all the oil form bypassing the engine. If you watch ebay you can probably get the entire filter bracket for a few bucks. Hope this helps.
