There is no fuel pump in the tank. Yes air can be suck in at the fuel filter. Install a piece of clear hose at the outlet port of the filter housing. Run the engine and see if air bubbles appear. The clear hose should be long enough to have a loop when installed. The injection pump suck the fuel from the tank through cooler plate at the control module on the right valve cover and through the filter to the injection pump. any leak of air will cause problems.
