Yes, the fault is in the transmission, but there is no available alternative transmission that is better, so I sacrificed overdrive to get a granny gear and while it probably causes more engine wear, it didn't change the gas mileage at reasonable (< 75 mph) speeds. An auxiliary under drive transmission does exist, and costs 4 times the price of a rear axle gear change (not 4X4) before installation.
Mine had an 18 tooth speedometer sensor drive gear and I found a 23 tooth from a Mustang hot rod shop that corrected the speedometer. Since late in the 1998 production year, that correction can be done at the computer, so no gear change is needed.
