When you say a new carb, do you mean you bought a complete carb from the kohler dealer and put it on, or did you put a kit in your original? Either way, sounds like dirt under the float needle, or the float has a hole and is full of gas. Do you have any sorts of a fuel filter on it? Many times the original filter was a fine screen over the fuel tank outlet and they can deteriate over the years and let dirt through. Gonna have to take it apart and clean it/check the float.
