Cant remember the name of the disease,but call your local forest ranger,they will know,here in North Dakota,they tell me we get this from not having cold winters,I guess we are suppose to have below zero weather for a week.Heck this winter its been all below zero!
Also I quit planting blue spruce and scotch pines, and went to Black Hills Spruce,(supposedly native tree)they do not get the diseases the others do.I usually plant by hand 200 of them on my little farm each year.
