On any new part off the shelf (new, used or rebuilt, such as water pumps, carburetors and etc., always tighten the screws before installing. The gaskets dry over time and shrink. Tighten the screws on your new carb and it will be OK.
On the distributor, yup, replace the distributor cap, dust cover, points, condenser and rotor. The rotor just slips on. Pry it straight up and off the shaft. It just presses back on and does it's job.
