You are correct, that they were developed for high horsepower applications such as forage cutters and large rotary cutters. The first tractor to offer a 1000 RPM PTO was the JD 435. The mid-point PTO on the 3010/4010 was also 1000 RPM, although you could switch between 540 and 1000 on the rear.
