worn hub

the rear hub on my tractor is on a tappered axle. The problem is before i had it the hb was removed and not reinstalled correctly. The key way is worn and sloppy, the tapper is worn so that the hub wont tighten up. The hub slides all the way up to the tractor housing.After using a while it will chew a key up. I tried a shim around axle (galv. stove pipe) This held for a few minutes. and right now i am unable to find a hub. Any suggestions to get this hub to hold still
