A hot pressure washer (usually a rental item -- they're quite costly and not many folks have one of their own) is an amazing thing. Basically a diesel fired burner with a blower and pump. I've used one twice to clean up basket-case tractors before starting on them. Truly impressive and efficient at cutting, lifting and blasting away everything right down to loose paint.
If the rental cost is excessive for cleaning up just your rake (probably so), I'd line up anything else I've got that could use a cleaning the night before, and do them all at the same time.
