Dan, I just went thru this with my carb (same brand). I took apart and thought that I had opened EVERY orfice in it and still the carb wouldn't work right. I followed some advice from a 50 year ford mechanic on the N board. He suggested using cleaning tips for blow torches. I did this and blew all holes out with compressed air. Be sure all parts are clean. Set the float at 1/4" from the nearest edge of float to the face of the gasket. After you assemble the carb, adjust the air mixture screw 1 turn out. Set the main jet screw at 1 turn out. The idle speed screw should be adjusted 1 1/4 turns. You should be able to start the tractor at these settings. After engine is warmed up, open throttle all the way and adjust the main jet out till engine sputters or runs rough. Slowly turn the main jet screw back in till engine just begins to sputter and then screw out 1/3 turn. This will adjust the high speed. Now, with engine at idle, screw the air mixture screw in until engine starts to miss, then screw back out until the engine runs smooth. At this point adjust the idle speed screw to get desired idle.
The main thing is be sure that all orfices are open when you clean the carb. The cleaning tips worked great and you can get them for $3- $4. GOOD LUCK
