Malathion is what I used where I last lived and had evergreens with bagworms. The only way I could eliminate them was to break open the webs and spray inside the web, but only late in the evening when the worms were coming out of the bags they stay in. It would kill them almost instantly, but if you didn't get all of them wet the ones you missed would continue to destroy the trees. I would spray two or three times in one week always late in the evening when they were active and they were gone for the year. Unfortunatly they always seemed to show back up again the following spring. After about 10 years I just cut all the evergreens down, dug up the stumps and burnt it all and then planted something else. That Malathion is some nasty stuff, try not to spray in the wind and at least wear some protection for your health.
