The #1 cylinder is the one closest to the radiator. Pull the plug like you say then wait for the puff of air to quit that is when the piston is at TDC (top dead center) this is when it should fire. Make sure the puff of air you feel is the air from compression and not from the exhaust stroke. The compression puff of air will be stronger since both valves should be closed at this time.
