At a Co. school one time, was told of a loader that would do that. They found a restriction in the system. The loader would raise OK, but when lowering, the restriction would act like a check valve, and caused air to be drawn in past the packing. after a while the system seemed overfull. (the oil was foamed) let it set a while, the oil would go down, the air went up and out. If your pump can't get all the oil it needs, and there's a chance of air getting in, foamy oil would seem to be overfull.
