Tim are you sure it has a new coil in the mag? also set the high ideal speed full throttle, start pulling plug wires one at a time. Listen close to hear if the plug wire you pull off makes a differents in the high ideal when it is missing. Hope this makes sense to you. Also the plug wires, are they steel wire or the graphite like on autos, if graphite take off toss in the trash and put on steel wire. P.S make sure you have good fuel flow to the carb, take the gas cap off with a flash light look in the tank to see if you are not pluged up at the fuel sediment bowl.
