It sounds to me as though it's well overpriced. There's nothing really wrong with the tractor that I'm aware of, but it is of a generation of jap compacts that NewHolland would sooner forget... and the parts department is forgetting them. Common stuff is available, but I think you'll find that a lot of things are getting tight in supply and quite expensive.
Those kind of tractors need to be throwaway cheap... so figure out what you consider 'throwaway', and go from there.
