I have built two homes for myself, and I never like cutting corners, using the minimum is not wise, with out looking at your plan is difficult to advise, but I do have some suggestions, I never allow Roof rafters = or floor joist = center to center be built by minimum code, I always brought them closer = 16 or 18 inches on center. makes for less squeaks and stronger construction, also out side walls = depending you your location, for weather, I make the out side walls 6 inches thick with GOOD instulation, High energy windows, and poured walls for the basement.
I have more suggestions, but it all depends on your thinking and location. let me know.
