It's not that simple, unfortunately... If you get "outside" people, there's a problem with their being able to get anything done: the career bureaucrats assume they'll be gone next election, they're not part of the "family", etc... If you get the career politicians, who've had high enough offices that they know where bodies are buried, know the people they'll be dealing with, know how to cajole, pressure or bribe (not with money, but with reciprocal favors, etc) you get the "inside the Beltway" people, who've grown accustomed to ignoring the petty little laws they put us in jail for... politics is like sausage; you don't want to look too close at the ingredients, but you hope the flavor comes out agreeable...
