756 IHC Power Steer Problem

It appears the pump for the power steering is not
working when I first start the tractor. Also the
tractor will move on the low side of the torque
converter and the brakes are very weak. Usually
if I drive the tractor around some, the power
steering will begin to work, the torque converter
will when work on the high side and the brakes
work. Also this condition is worse in cool weather.
Is my problem related to the pump or possibly a
pressure relief valve?
