I lived down in Austin for the last couple of years. The drivers there panic when it rains. If they have freezing rain like they did last year, the whole city shuts down for 3 days. On the other hand, here in central Minnesota, we haven't seen above freezing temps since before Christmas. We have had a couple of -25 degree days, and one morning we woke up to -33. There wasn't much wind though, so it only felt like it was -10 or so.
